This is an appeal and cross-appeal from the Circuit Court for Prince George's County arising from the death of an infant boy born to appellees, Blondine Surratt (Surratt) and Donald Jackson (Jackson). Surratt and Jackson, who were not married, filed wrongful death and medical malpractice suits against both Surratt's physician and Prince George's County (County), the owner and operator of Prince George's General Hospital.
