In this unemployment compensation appeal, the employer, Southern Ohio Coal Company (SOCCO), contends that the Circuit Court of Kanawha County was clearly wrong in overturning a decision of the Board of Review (Board) of the West Virginia Department of Employment Security. The Board had reversed the decision of the Administrative Law Judge (ALJ) who had heard the evidence and had found Mr. Lewis eligible for benefits because he had terminated his employment...
