This is a declaratory judgment action to determine whether the State Insurance Reserve Fund must offer underinsured motorist coverage to those state agencies and political subdivisions to which it provides motor vehicle liability coverage. Relying on State Farm Mutual Automobile Insurance Company v. Wannamaker, 291 S.C. 518
