WILKINS, J.
The presiding justice of the Ayer Division of the District Court Department has reported two questions, pursuant to Mass. R. Civ. P. 64, 365 Mass. 831 (1974), concerning his authority to issue a restraining order under G.L.c. 209A (1988 ed.) that would apply to residents of Fort Devens, an area that Massachusetts has ceded to the United States.
