ADKINS, Judge.

Boone Creek is a tidal estuary located near Oxford, Talbot County, Maryland.1 A somewhat tortuous channel at its mouth leads to the Choptank River. The Creek is divided into what are known as the North and Southeast Branches. At the confluence of these branches is Sol's Island, containing perhaps as much as five acres of land. A bridge spanning the roughly 240 feet from Sol's Island to the mainland is the focus of controversy...
