Carolyn Woodmansee1 appeals an order discharging child support arrearages owed by her ex-husband, Lewis Woodmansee. She argues that sec. 767.32(1m), Stats., removed the trial court's power to reduce or cancel child support arrearages. In response, Lewis argues that sec. 767.32(1m) does not have this effect, or, in the alternative, if it does, it cannot constitutionally be applied to arrearages that accrued before the statute's...
