In this taxpayer's suit the plaintiff, Alcides Ferreira, a resident of Asbury Park, contends that the Law Division judge erred in summarily ruling that defendant, City of Asbury Park, could vacate a portion of Ocean Avenue and sell it and three parcels of ocean-front land to a private developer for urban renewal purposes.
