GERNON, J.:

Leslie W. Blevins appeals rulings of the district court which granted Douglas County's motion for summary judgment and the City of Lawrence's motion to dismiss, and denied his post-trial motions. We are persuaded the trial court was correct in its ruling on each point and affirm.

In the spring and summer of 1985, in answer to a then perceived need, Douglas County and the City of Lawrence agreed...
