Shortly after being honorably discharged in 1970 from the United States Marine Corps following two tours of duty in Vietnam, petitioner was convicted of possession of less than one gram of marihuana and hashish in North Carolina. Petitioner was sentenced to 18 months' incarceration for the crime, classified then as a misdemeanor, but after serving four months he escaped and remained a fugitive...
