The three minors, C.L.T., M.W.T., and M.J.T., were adjudicated abused in December 1985. By dispositional order, the circuit court of Champaign County made the minors wards of the court, and ordered their custody transferred to the Department of Children and Family Services (DCFS), along with power to place them. At a review hearing on October 24, 1988, the court continued its dispositional order...
