The appellant, the Secretary of State, appeals from an order of the trial court directing the Secretary to issue to the defendant, Timothy L. Pence, a judicial driving permit (Ill. Rev. Stat. 1987, ch. 95 1/2, par. 6-206.1). We reverse.
