On January 23, 1986, Kevin Allen Keeney, a 17-year-old, was convicted in juvenile court of one count of first degree rape and one count of second degree rape. He was sentenced from 124 to 157 weeks of confinement. He appealed. The court, finding him indigent, appointed counsel to represent him on the appeal. Ultimately, appointed counsel filed a motion to withdraw asserting that there were no arguable grounds...
