OPINION

GOERTZEN, J.

Defendant Los Angeles County Employees Retirement Association (the Board) appeals the judgment ordering it to accept and process the application for disability retirement of plaintiff Alvin Weissman (Weissman). Weissman also appeals, contending the court erred when it denied him an award of attorney fees. For the reasons discussed below, we affirm the judgment.
