The issue before this court is whether an order by the Industrial Commission which denies a claim for further compensation apparently because of an "intervening incident" is a decision other than "as to the extent of disability." Deciding whether a decision is other than as to the extent of disability is not a new issue for this court. In fact it is a threshold question for courts to decide when determining if there is subject-matter jurisdiction...
