This appeal is from the district court's denial of habeas relief to convicted murderer Terry Kent Ringstaff. A divided panel of this Court determined that Ringstaff's right to a speedy trial had been violated when the State delayed prosecuting him pending a decision by the Alabama Supreme Court on the validity of Alabama's death penalty statute, a portion of which had been struck as unconstitutional by the United States Supreme Court just nine...
