JOHNSON, Circuit Judge:

National Hand Tool Corporation appeals from a summary judgment in favor of the Immigration and Naturalization Service up-holding the denial of a visa application. For the reasons cited herein, we affirm.

I. FACTS AND PROCEDURAL HISTORY

In April, 1984, an L-1 non-immigrant visa, valid until April 1987, was approved for Ru-Huan Chang (hereafter Chang), an employee of the National Hand Tool Corporation.1
