BAUER, Chief Judge.

Wallace Davis, Jr. once served as the Alderman and Democratic Committeeman for the 27th Ward of the City of Chicago. In addition to his participation on the City Council, Davis was also employed as a City employee. An undercover investigation by the Federal Bureau of Investigation revealed that Davis often confused civic service with abuse of his office. In short, Davis was a local politician who "seen his opportunities and he took `em."
