In this action for breach of an employment contract the trial court rendered summary judgment for the defendant state of Connecticut on the ground that the plaintiff, Ludmil Chotkowski,1 as a state employee in the classified service, had no contractual rights, express or implied, against the state as his employer but only those rights made available to state employees by statute.
