This case involves a plan implemented by the City of Chicago ("the City") in 1975 to deal with traffic congestion at O'Hare International Airport ("O'Hare"). The plaintiffs are ten livery companies with City livery licenses. The defendants are the City of Chicago as well as a number of livery companies not licensed by the City, two city-licensed livery companies affiliated with non-city-licensed livery...
