Mustafa Nasir Saleem, a prisoner at Georgia State Prison, filed suit under 42 U.S.C. § 1983 against the officials of the state prison system and A.J. Sabree. Saleem's complaint alleged violations of his first and fourteenth amendment rights. The district court referred the case to a magistrate who recommended that the complaint be dismissed on res judicata grounds because the issues had been litigated...
