OPINION ON PARTIAL SUMMARY JUDGMENT

HUGHES, District Judge.

In this suit against the United States, an art investor and the children of a German photographer and curator seek recovery of four paintings and two photographic archives seized in Germany by the United States Army in May 1945. As an alternative, the plaintiffs seek money damages for the conversion of the property.
