Petitioner Lila Baker appeals the determination of the Benefits Review Board ("Board") that she is not entitled to survivors benefits under the Black Lung Benefits Act (the "Act"), 30 U.S.C. § 901 et seq. We reverse the Board's decision and remand for further findings.
