The Natural Resources Defense Council, Inc. (NRDC) seeks a statutory award of attorney's fees1 from the Environmental Protection Agency because it prevailed on some of the issues raised in litigation challenging the EPA's application of the Clean Water Act (CWA) to organic chemicals, plastics, and synthetic fibers (OCPSF) manufacturers.2
