Defendants, four Chicago policemen, arrested plaintiff Daniel Carter on December 25, 1987. Carter alleges that defendants used excessive force in effecting his arrest. Based on this allegation, Carter brings suit under 42 U.S.C. § 1983. He claims that defendants' use of force violated the Fourth, Fifth, and Fourteenth Amendments.
