We face a question of appellate jurisdiction. Specifically, we must determine whether Cooper filed a timely notice of appeal in either case before us. In 1967, Cooper pled guilty and received concurrent five-year sentences for conspiring to steal government property and theft of government property. That case, currently the subject of appeal No. 88-2021, was docketed No. CR-67-H-31 in the United States District Court for the Southern District of Texas...
