This appeal arises out of brutal beatings that plaintiffs-appellees received at the hands of Everett, Massachusetts police officers. Those injured and the estate of a person killed in the attack were awarded substantial verdicts1 in their actions based upon 42 U.S.C. § 1983 and the Massachusetts Tort Claims Act.
