Jeffrey Allen Martin was convicted in the district court1 of one count in violation of 21 U.S.C. § 841(a)(1), possession with intent to distribute 100 grams or more of the Schedule II Controlled Substance phencyclidine, known in the narcotics vernacular as PCP or angel dust.
