Pursuant to article V, section 3(b)(3), of the Florida Constitution, we review Kane v. Robbins, 524 So.2d 1048 (Fla. 4th DCA 1988), which expressly declared valid chapter 76-432, Laws of Florida.

Chapter 76-432, a special law, was approved by the voters of Martin County in a special election. It provided in part:
