Charles Baggett appeals a workers' compensation order in which the deputy commissioner denied his claim for temporary partial disability benefits. The narrow question raised in this appeal is whether the deputy commissioner erred in failing to apply the deemed earnings provisions to Baggett's temporary partial wage loss for the period from December 18, 1981, through August 31, 1987.
