Albert Thomas appeals from the judgment of the district court dismissing his complaint. For the reasons stated below, we reverse the district court's dismissal of plaintiff's equal protection claims brought under 42 U.S.C. § 1983 challenging the defendants' parole procedures and affirm the dismissal of all other claims.
