Luis Alberto Victoria appeals his conviction for "knowingly ... possess [ing]" marijuana "on board a vessel subject to the jurisdiction of the United States" (namely, a "vessel without nationality"), with an "intent to ... distribute" the marijuana. 46 U.S.C.
