Appellant, Rosemary Kelly, appeals from a judgment of the Juvenile Court for the Parish of Orleans, finding two of her minor children, L.K. and C.K., to be "in need of care."

The State, appellee in this case, originally filed a petition seeking to have L.K. and C.K., ages sixteen and six, respectively, declared children in need of care under La.C.J.P. art. 13(14). The petition was filed on the basis of an affidavit executed by Mary Dixon...
