On September 20, 1983, on the eve of trial, Jay Kenton Long, the appellant, tendered, pursuant to an oral plea agreement, a conditional plea of guilty to counts two and three of a three-count indictment. Count two alleged that appellant fraudulently transported a forged gold certificate in foreign commerce; count three alleged that he fraudulently transported thirty gold certificates in foreign commerce.
