This is an appeal from the district courts' awards of attorney's fees in four social security cases. The claimants were granted awards after remand from the district courts to the Secretary of Health and Human Services (the "Secretary"). In each case, counsel had entered into a contingency agreement with the social security claimant. The Secretary opposed the fees as excessive, but the district courts awarded close to the full amounts...
