This case is before the Court on remand from the Sixth Circuit and the United States Supreme Court. James Howard Turner originally sought a writ of habeas corpus from this Court pursuant to 28 U.S.C. §§ 2241(c)(3) and 2254(a) in February of 1987.1 Turner alleged violation of his Sixth Amendment right to effective assistance of counsel and his Fourteenth Amendment right to due process...
