Petitioners are attorneys. They seek review of the Workers' Compensation Board's denial of their requests for approval of "client-paid" attorney fees in four Board proceedings1 in which petitioners represented employers or self-employed insurers. See ORS 656.388(1). The Board based the denial on petitioners' failure to file their requests within 15 days after the last brief was filed in each of the proceedings...
