Defendant Jimmie Lewis was charged with felony theft in Rapides Parish. With the assistance of counsel, he negotiated a plea bargain agreement with the Rapides Parish District Attorney and the U.S. Attorney for the Western District of Louisiana. Under this agreement, Lewis agreed to give "full and complete cooperation" to a state investigation of thefts of farm equipment and a federal arson investigation...
