MURRAY, Justice.
This case comes before us on a petition for writ of certiorari. The petitioner, Edward D. Pare, in his capacity as deputy director of the State Division of Motor Vehicles, seeks review of a District Court order permanently enjoining the State Department of Transportation from suspending the respondent's license and registration and ruling that the department's prehearing suspensions in this regard were unconstitutional.
