This is a property tax assessment appeal by Texaco Refining and Marketing, Inc. [Texaco] from a determination of the Assessment Board of Appeals of the City of Delaware City [Board].

Texaco is the owner of an oil refinery in New Castle County, Delaware. A portion of the refinery known as "the dock area" is located in Delaware City, Delaware. The dock area consists of 397.16 acres of land on which are located a berm or dike, pipelines, tanks...
