J.C., a juvenile, was first taken into custody by the Department of Health and Rehabilitative Services (HRS) on September 15, 1987. She was adjudicated dependent on October 8, 1987. A psychiatric evaluation disclosed that J.C. was suffering from several conduct-related disorders. J.C. was placed in a variety of settings by HRS, but by March 29, 1988 she had fled from nonsecure placements approximately nine times. She was adjudicated a delinquent on March...
