MIKVA, Circuit Judge:

Appellant Dorotha Rhone challenges her convictions for mail fraud and theft on the ground that the district court gave an erroneous jury instruction on ignorance of the law as an excuse. We conclude that the instruction at issue was constitutional error and that the error was not harmless beyond a reasonable doubt, see Rose v. Clark, 478 U.S. 570
