This matter is before the Court on a Motion to Dismiss filed by the defendants, Manuel Lujan, Jr., Secretary of the United States Department of the Interior, William Penn Mott, Jr., Director—National Park Service, Dale P. Engquist, Superintendent—Indiana Dunes National Lakeshore, United States Department of the Interior and the National Park Service (hereafter collectively, the defendants) on April 21, 1989.
