Finding Robert's Tours and Transportation, Inc. (Robert's), a motor carrier only authorized to render transportation service over "irregular routes" between points on the islands of Oahu, Hawaii, Maui, Kauai, and Molokai, was conducting a "regular route operation" between certain points on Maui, the Public Utilities Commission (the PUC or the Commission) issued a "cease and desist" order against the carrier.
