This is an appeal from a summary judgment granted the City of San Antonio in a suit brought by Jose and Esperanza Guzman. They allege that the wrongful death of their son, Jose Israel Guzman-Pena, was brought about when a San Antonio police officer drove over him in a city patrol car.
