In August of 1978, the appellant, Dr. Lorenzo Coats, was hired by Prairie View A & M University to teach biology to students not majoring in science. He was employed from September 1978 until May 1985 pursuant to annual contracts. In the fall of 1983, the Biology Departmental Promotion and Tenure Advisory Committee reviewed Dr. Coats's performance to determine whether tenure should be granted him, ultimately recommending against it.
