In August 1986 the petitioner was arrested and charged with entering the United States without inspection. At that time the petitioner was given notice that he would be required to appear for a hearing at "a time and place to be set." In June 1987 the government sent a notice to the petitioner to appear for a hearing on June 25, 1987. This notice was sent to the petitioner's brother's address in Houston, Texas.
