The plaintiff, Dr. Chung-Chi Lu, is a Foreign Service Officer with the Agency for International Development ("AID"). Dr. Lu was born in Taiwan, and came to the United States in 1966; at the time of Dr. Lu's emigration, he spoke no English. He now speaks English, but with a concededly heavy accent.
