BOWMAN, Circuit Judge.

Howard and Shirley Hatfield appeal the District Court's1 order denying attorney's fees under 42 U.S.C. § 1988. The Hatfields also contend that the District Court erred by failing to impose Rule 11 sanctions against James R. Hayes and his attorney. We reverse the denial of attorney's fees under § 1988, and affirm as to the denial of Rule 11 sanctions.
