Gwendolyn Lynch brought a class action against the United States Secretary of Agriculture and the Commissioner of the Tennessee Department of Human Services. Lynch claimed that she and members of the class were entitled to the payment of retroactive food stamp benefits for the period between December 23, 1985, and August 1, 1986.
