William Tharp appeals from the sentence imposed on him after he pleaded guilty to conspiracy to distribute methamphetamines, in violation of 21 U.S.C. § 846, arguing that the Sentencing Guidelines should not have been applied in his case. Because we hold that the Guidelines apply to a conspiracy begun before their effective date and continuing afterwards, we affirm the judgment of the District...
